Rules are applied in this order when allocation runs: 1. guaranteed assignments go first, regardless of seniority · 2. blocked slots are removed from an employee's options · 3. capacity caps limit how many people can land on a slot or shift family · then the normal seniority-ordered pass fills everyone else.
